Community Prevention Partners
Anpetu Luta Otipi will assist a limited number of community prevention partners in order to increase the delivery of high quality alcohol, commercial tobacco, and other drug (ATOD) prevention services available to youth and adults residing on the Pine Ridge Reservation. Community Prevention Partners will work closely with Anpetu Luta Otipi in order to develop their own capacity to incorporate best and promising* prevention strategies into their existing programming. Contractual relationships will last for a period of between 1 to 12 months depending on the project proposed. Funding channeled to the Community Prevention Partners will be used to support the implementation and evaluation of the Partner’s selected prevention strategy.

*[Best and promising prevention education is defined as prevention curriculum that has been demonstrated to affect change on participant’s beliefs, attitudes, and behaviors. Best and promising prevention education has been designated as such through a process of formal evaluation.]

Nature of the Community Partnership and Technical Assistance
Anpetu Luta Otipi seeks to develop long-term relationships with tribally-based individuals and organizations involved in the work of ATOD prevention. The Community Prevention Partner initiative is designed to cultivate capacity development within the partnering organizations. Funding from Anpetu Luta Otipi should not be seen as a continuous stream of revenue on which the Partner can rely year after year. Rather, agency funding can be used as a springboard against which a local organizations can begin to put their plans to action. It is expected that as Partners develop their own capacity to deliver services a variety of new funding streams will be leveraged.

The Community Prevention Partners assist Anpetu Luta Otipi reach youth and adults within their respective districts. They provide additional resources to strengthen the prevention workforce that Anpetu Luta Otipi cannot achieve on its own. As a result, Prevention Partners are seen as a critical component to the Tribe’s overall Strategic Prevention Plan. Anpetu Luta Otipi will provide the following support to its partners:
  • Technical Assistance and training offered within monthly coalition meetings.
  • Annual Substance Specialist Abuse Specialist Training (SAPST) and certification.
  • Curriculum/program specific training.
  • On-site technical assistance.
  • Access to ALO prevention campaign materials and other health communication resources.
  • Evaluation support.

Applications can be submitted at any time. No applications will be awarded in the months of October, November, and December. It is strongly recommended that prospective partners submit applications by:

January 31st for Spring and Summer Projects

July 31st for Fall Projects

Restrictions
Funding for prevention, community wellness, and youth activities come from the Oglala Sioux Tribe’s Master Health Contract with Indian Health Service. Under no circumstances can these funds be used for donations. Anpetu Luta Otipi cannot give a donation to any entity no matter how important the cause. Prospective Partners are encouraged to read the Funding Guide very carefully prior to submitting an application. If unallowable activities are proposed the application will be rejected.
